Surveillance cameras in Middlesbrough, England have been outfitted with speakers so that operators can yell at citizens who they see misbehaving. Other similar "talking" systems have been installed elsewhere. From the BBC News:

For example, if an operative now sees someone dropping litter, they can tell them to pick it up, or if they see an incident starting to get out of hand, they can give advice that will hopefully nip it in the bud," (said Barry Coppinger, Middlesbrough Council's executive member for community safety.)Can you just see this taking off here in the States? Uh...no, I think the "invasion of privacy" cry might be heard far and wide. A true WTF moment.
I think that it will give people extra confidence as they go about their business and re-enforce the message that Middlesbrough is a place that is constantly thinking about community safety.

I suspect many of the cameras/monitors would simply be shot out here in the US. Guys with shotguns would simply walk behind the camera and blow it off its pedestal. Armed citizens can be a puzzling phenomena. One can only imagine what would have happened in the US if rioting muslim youth, like in France, started burning cars and attacking people.
